So sometimes things burn down. It happens sometimes, and no one should be ashamed of it. Even if you aren't the perpetrator and it was just some gas leak, it needs to be recorded for proper playing in the future of the area and understanding what 'normal' news might be like to clue in magi into areas that have been fought in.
So say for example you break the supports of some small house in a residential area of Lucca and it tumbles down. You should report it here when the scale of destruction becomes noticeable. If you scorch or crack some cobblestones or put one hole in a roof no one is really going to notice. But if you render a road impassable, or destroy a large section of land you should report here with the time of day of the event, and what was destroyed, as well as a link to the thread.
