I would ask the people who have W2 characters in this list if they actually exist/being an enforcer was their path in W1. The worlds are awfully different, after all, just like I told you about Caslean.
Even though you only have four spells your spells are too flexible and realistically too many. That great of a rank variance on two spells is overmuch. Really the most I like allowing is a 2 stage spell rather than a fire one which is so variable that some people really have that same spell split into 5 pieces. Fix this before I evaluate them individually.
Well, I asked everybody on W2 before I posted this anyway, but I forgot to delete Amaya. Didnt ask ...anyone but Cae on the W1 Enforcers though. Made changes to Mystic Code and Burezov. Changing ranks on Spiritual Surgery seemed too weird but if you want me to, I can - I just took Erin for an example on ranking in it, since her family also focused on it.
All in all, changes: - Deleted all mentions of Amaya Kurenai since she is retconned out - Changed the Mystic Code's rank to C to A. functionality as a flamethrower entirely dropped as a result, but capability to use just wires or heated wires retained, as its just manipulation of the code, not actually its 'usage', but can be adjusted if necessary. - Burezov now D, B, A Rank. Was unsure about this, but talked on skype and its 'possible' to work, maybe. E, B, A is too much of a stretch. Wanted to keep it to 3 ranks because Ruslan's nerfed version is also 3 ranks... and ends in A because his ends in B. Extra information deleted. - I think that's about everything for now.

Looking it over again I think the Mystic code is a little too powerful? I think you should rework it from the base as it's very powerful, and kind of on the unbalanced end with long range high damage instant as well as melee it basically covers all your bases.
In the words of Rin this is a mystic code that feels like it would eat all your spell slots right now because of its versatility.
Should not even need this regardless, but anywho I saw nothing I'd object to when I went through it.
