The Start is to read the Rules, then the Character Pointers, then the template and then the Character List. Well, for more direct help about everything you can also ask in our C-Box, the OOC Box, found as a link on the left side. (And on the main page.)
Especially the Pointers should answer most things though, and our Character List will need an update, one that will occur after the end of the currently active Activity Check. This will also be the time when I can say more about Jack, the Ripper, because there is one right now. (It is unlikely that the character will be ret-conned and there was no speak about a remodeling of the currently involved character either, but I don't want to auto-deny something like that by myself. More to come after the check.)
The standpoint on characters is the following. There are many systems which are not identical with the one seen in Fate/Stay Night and/or Zero. They are the ones used in Fate/Extra and Fate/Apocrypha. Nevertheless, that does not mean that the characters are automatically denied.
BUT, first of all you need to think if a character is allowed in Fate/Stay Night (several from Extra for instance would not, like Saver, Berserker (Arc), Caster (Nursery Rhyme), Saber (Nero), because they are either not characters who had ever made themselves a legend by human standards or never did anything particularily Heroic.
The next step is to see what kind of Abilities they might have. Some things seen in Extra, or Apo just make no sense in FSN, while others can fit well in, by some fine tuning. So if you see that a character can fit into FSN and see that there is an Apocrypha character for that, you may try to adapt them, yet do not forget that modifications to fit in have to be done, and Jack, the Ripper would be one of them.
At the moment you just can't make the one because it is taken. We also try to have a character for other characters, and so decided to have people make a magus before making a servant or request a partner BEFORE making a servant to ensure a balanced partnership.
Well, that was the longwinded, detailed answer. In short, you would need to wait a bit right now.
